Simcheong lost her mother, Mrs. Gwak, at birth and is raised by her blind father, Sim hakgyu, who depends on milk from neighbors. When she is older, Simcheong supports her father by begging. When she is 15, she offers herself for three hundred bags of rice to Buddha and is sacrificed to the ocean, Indangsu. But she is rescued by the Dragon King and becomes his empress. The empress holds a banquet for all the blind men with the hope that she would be able to find her father again. When Sim Bongsa (a blind man) appears at the banquet, he is so shocked upon hearing his daughter's voice again that his sight is suddenly regained.
